Think about restaurants - the tables are always pre-set there!!

I think most people set the table before guest arrive. That way you can visit until it's time to serve.

My family always tries to have the table set beforehand. It seems to chaotic if you are setting it as they come. Unless you are talking about food. I think I would feel a little weird if I walked into a dinner party and the main course was on the table. I would at least try to save putting that out till everyone was there.

No. It is not against etiquete rules to have the table set before your company arrives, and it shows your guest that you didn't wait until the last minute to check the plates, cups, saucers and silverware for dirty spots.
