Only if they are worshiped.

They are not supposed to be. However, some sects believe they have been mistaken for deities at times.

Of course, the answer to this really depends on your religion and your definition of "angel".

For instance, the Yazidis believe they are supposed to worship an angel and that this angel is their appointed intermediary between mankind and God. They don't believe that people are supposed to worship God directly because God is too holy for that kind of close association with mankind, (or something along those lines).

Angels are beings without gross worldly bodies. Being part is same as in human being, except it carries less dirt of mind.

Choice of considering it deity or simple being lies with individual. Few consider them as deities out of respect.

All souls have the chance for progression through the evolution of their soul. Angels have souls too. Think about it, there are billions of angels who serve God by helping mortals. All parts equal the whole in heaven. None are less significant than another. Evolution (the progression toward perfection) exists for all souls who desire it.

Deity means the rank or essential nature of a god; one exalted or revered as supremely good or powerful.

if you want them to be, they are; as in everything else you believe what you like and who is anyone else to contradict what cannot be proved. Belief and reality do not share the same bed.
