let her alone. she will shave when she's ready. at eleven, she's still a kid.... let her be one.
and if you force her to do something she's scared to do, she WILL cut herself.

I was twelve when I started to shave but that was because I wanted to. Give her some time to think about what she wants to do. I know somebody who is almost twelve and doesn't shave her legs even though they are hairy. It all depends on what she is comfortable with. If she decides she does want to shave I would recommend that you show her how and tell her that as long as she does it right she will not cut herself. Also I don't know if it is okay to use on your legs but when I first shaved my armpits I used an electric razor which you cannot cut yourself with.

If she wants to shave then she should start with Veet or Nair. No cuts, just a little stinky...lol
As for age, it really depends on how hairy the girl is and how dark her hair is. Usually boys start to notice and tease in the 6th grade.

if your sister isn't hairy, which i doubt she is, since she's 11 then stop telling her to shave. if she's noticeably hairy then let her know and tell her she'd look better if she shaved but if she looks fine just leave her alone and let her do it when she feels ready. don't make her do it if she doesn't want to. to answer your question there is no "good age" to start shaving.

If she's too hairy...wherever... then use a cordless beard trimmer like what men use for their face....don't use a razor because she's still young. Start slow..the cordless beard trimmers wont cut and are easy to use

when you start having an excessive amount of hair....its time to break ouit the razor.....theres really not an age. because youcould be 12 and not have any hair.....so really you need to start when its hygienically necessary. and help her out with the razor and all.......you've been there.....encourage her to be careful....then there's less chance of her cutting herself.
