and when i stood up for myself she hated it and said i am no longer apart of her life because she meant what she said. We had a big row but i dont know should i make the first move to make up wiv her??? HELp ASAP

maybe your half sister has some emotional issues which your parents need to address... after all, they are responsible for her well-being.
it's wrong that she is mean to your mother... and maybe she feels abandoned or unloved in some way and is acting out?

Maybe you could speak with her father ? Surely he can't be happy with her behaviour and she might listen to him....
