I don't know of any personal auto policies with a LIABILITY deductible.

So yes, you can have deductibles on collision and comprehensive, but if you have those coverages, you ALREADY have deductibles. You can mix and match coverage and deductibles among all your cars, but if you don't have collision or comp, you can't "add a deductible" to the policy.

The answer is going to vary by company. Some companies will allow different deductibles on different vehicles, some will not. It will depend on the insurer's rating rules. If they allow it, yes it should lower your premium.

If you're in a good financial situation, why not save some money by raising all your deductibles?

I have State Farm and the answer there is "yes". But why would you want to? The deductible is the portion that you can afford to pay yourself. You can afford to pay $1000 if car A gets hit but you can't afford mone than $500 if car B gets hit??

yes, the higher ded the lower your premium. this is becuase by having a higher ded, you take the chance of having to pay more "out of pocket" than with a lower ded. therefore if you have a minor fender bender, and have a $1000 ded , you would probably end paying for it without help from your ins company.
