I think it is inappropriate for a case manager to do anything that takes her UNDIVIDED attention away from a client during a meeting.... so yes. It is hard enough for a person to ask for help from this 'person' .... and how dare they make it anymore difficult for for them. Grrrrrrr... yes very inappropriate!
I would report that person and hopefully they would get fired for being a complete jerk.

I think it's unprofessional for a case manager to listen to ANY kind of music while meeting with her clients. And disrespectful to boot.
The client deserves your undivided attention and to have music bumping in the background is a distraction and quite rude.
You should ask her to turn it off while you're there.

Look if it's "I Like you They Way you Are" by

Timbaland, and Kerri Hilson, --- how I love that song, they could turn it all THE WAY UP!!!!!!! NO PROBLEM.
(View it on YOUTUBE)

Now, if it's rap about killing druggin', and hoes, and pimps and it's loud in an office setting, it should be off, and to another station, for more milder music. If she is a case manager for medical, or children's um suggest her to another profession or field. Also, her etiquette is very poor. All the education in the world does not cover morals, respect and just genuine human decency. Really THINK about it.

Case Manager_- Just smile politely and tell her can we talk privately another room, or could I just lower down the music a bit it's a little distracting. Thank you. She'll listen.

If the person is listening to the music and not the client, it is very unprofessional. But if the music is simply background noise then it is not.
Many businesses have music playing in the background, but softly!

It's unproffessional for a case manager to be doing anything else while with a client.

Depends on the lyrics. There are some pretty rough lyrics in any type of music that aren't appropriate in the workplace. Other than that, as long as the case manager can speak to her clients and they don't object, why not?

There shouldn't be any music playing at all. The client should have her undivided attention without any distractions.

That also depends on the clothes she's wearing and the signs she's using for the client.
