I have a lab too and when he stares at me I know he wants something whether its because he's hungry or he needs to go outside. I just ask him different things and when I hit on the right one, he lets me know by standing up that's how I know he what he wants.

My yellow stares at me constantly. When I stare back at her, she barks at me then takes off running. It's a game. She then looks at me sideways. It's very cute.
Listen to your dog. My labs stare at me all time. If you think you have a problem with one try 5.

Because it is waiting for attention. A pat on the head or a petting, or something! Or if you have food with you I know my dogs tend to STARE at me too. Like they are just waiting for it to fall.

I'm gonna guess your dog wants something..
My husband likes popcorn for a late night snack.Because our pugs would sit on the floor and look up at him so cute he started sharing his popcorn..Well,when he decided he didn't want popcorn any more the dogs thought differently..For months afterwords the dogs would sit on the floor at his feet looking up...waiting...same time every night..I'm thinking some dogs have a good memory and know what they want even when we don't..

Sometimes dogs stare when they want something. Maybe he does it when he's hungry, wants attention or wants to go out. Otherwise he may just be acknowledging you as his master.

Simply put, it could be a sign of dominance - does he look away when you stare back? If he doesn't, it's dominance; if he does look away, he's looking at you for guidance.

He probably just loves you. Maybe he is wondering when your going to move yourself from wherever you are (computer perhaps?) and take him out to play.
Labs love to play and are VERY active. (:
