Interesting question.
If God is the creative force behind life, and the very essence of life is to grow and adapt, then God must be the ultimate grower and adapter, perhaps at rates so expotential to anything we could imagine.
Perhaps this is what makes God all-knowing as far as our limited human comprehension goes.

The ability to learn presupposes a lack of knowledge. God cannot learn since he already knows everything.

There's an interesting verse in Dt. 32:36 "For the Lord shall judge his people, and repent himself for his servants, when He seeth that their power is gone, and there is none shut up, or left."
Definitions - Webster -"to feel sorrow", my Biblical Cyclopedic Index "to change one's mind." As God is perfect and merciful, He grieves when we reach a point of 'no turning back' and He is good enough to give us ways to rectify our mistakes. He is always focused on redeeming us. God offered clear instructions on how we can achieve success and personally I know that if I perform outside those guidelines He does not barge in like a puppet-god to change me or force me in any way. If I truly love him I have to approach Him, change and re-align myself to His teachings. It's all the matters of the heart.
Total Faith in Him is what redeems. We are credited for acts we perform in the first 'book' of Rev. but, the second book, The Book of Life, is the one that determines our fate. That book is for those who have total faith in him.
We are not saved because of membership in a church (they are all corrupt), surrendering our power to some man-appointed human leader does not.
Interestingly enough, True Christianity is the only faith that does not require us to perform some ritual, as in diet, seek nirvana or the god within, to give offerings, bow before an altar of statues, flay the body, count beads, destroy or behead anyone of an opposing belief or to replace Christ with some other entity.
I notice in these answers that the bulk who believe His Word are calm in expressing their beliefs and the true believers do not use God's word to attack. However, for the ones who take offense it seems there is instant hostility rather than the effort to openly and honestly discuss viewpoints. Many times offence is a reaction to the truth.

God is all knowing but yes, He has the 'ability', He instilled that ability in His creation-us. And He tells us that there is nothing new under the sun so there is nothing FOR Him to learn.

I would say no, G-d does not have the ability to learn and learning is a human/animal quality and god is NOT human nor is he animal in that sense.

Yes, when God instructed Moses to slaughter a group of people for worshipping a golden calf, Moses called him out, and God repented of the evil which he thought to do, and had Moses kill "only" 3,000 of them instead.
It's in the Bible.
