2 - 100 times the second class post price.

3 - About 4 - 6 weeks.

4 - By cheque.

You can send something by second class recorded (signed for) delivery. The compensation is the same as in the normal mail - £34. Recorded delivery goes in the same mail bags as all other mail. The only difference is the signature at the end. And even then, anyone can sign for the item.
If the claim is accepted, you will receive a cheque - eventually. But Royal Mail will need proof - the receipt - of posting and certified evidence of the value of the item.
If you sent something valuable, you should have used Special Delivery.

All recorded mail is second class, if by that you mean it can take up to three days. For 'first class', next day delivery you need special delivery instead.
Don't know about claims and charges I'm afraid.

Yes, there is recorded second class.
It covers you up to £32 value.
A claim can take a couple of months.
I don't know how they pay you back.

If something is important, simply send it by Special Delivery.

Recorded signed-for, is offered on both First and Second class mail.
