In this case it appears you will have to play some average hands in late position, do not raise just call. If everyone calls a raise they can not all have top hands so you should be able to win some nice pots, so you might want to slow play every hand and try to make a move after the flop,
As mentioned we need more info-how much are you raiseing? You might be making weak raises thus giving everyone pot odds.

Every half hour is plenty of time to sit back for a little bit. You should be playing suited connectors and almost any two suited cards in the beginning of the tournament. Only call if you can get in for the minimum amount. As far as raising goes. You need to raise a lot more if people aren't letting go of their hands. If you are getting callers with a 3 or 4X raise then you need to jack it up to about 6X when you get a good hand. Also when your table gets down to 5 players, you need to play mediocre hands like they are gold. A K 8 with 5 players might as well be a KQ because kickers probably aren't going to matter.

Starting with $40 at blinds of 1 and 2 gives you 13.3 rounds before going bust if you never play a hand. This is a fast tournament so you need to play fast after the first level. Be glad than players want to call any raise pre-flop because you may get a premium hand and have the best of it.

It sounds to me like you are playing in a loose tourney with loose players, and fast blinds. In these kind of events with fast blinds and with loose players you have to gamble it up more. In a tourney where the blinds only go up every hour you can be more selective with your hands. But in these turbo small buy in tourneys you have to take a lot more shots with hands. I am more willing to go all-in with hands like jacks through 9-9s, and with hands like A-j and A -10 i will play more aggressive pre flop. You don't have time to play tight in a tourney like this at all. Now this does not mean that you have to go nuts either, but it does mean that you will have to make more calls with hands you would fold. Luck will play more of a factor here for sure, and since you will only cash in 25-30% of events you enter in the first place, it can be very upseting to get busted 10 times in a row before you make a nice showing. good luck.

I usually make the final table on small tournaments like this by being patient and letting the other folks 'kill' each other off. Unless i have a monster hand, i play tight. At the final table, however, the strategy changes and i play weaker looking hands.

You game needs to vary slightly based on the actions of the other players.
But generally, you should have style that works for you. Since you didn't mention how aggressive or tight you are, I can't give accurate suggestions.
Oh.. but wait for the cards anyway. You won't blind out unless you throw everything away. Chances are you'll have nice pocket cards & hit on the flop at least once before blinding out.

Call on your blinds and fold the rest until the good hands come out.Not everyone who re-raises will have a hand thier banking on you folding and it sounds like its working.Good luck.
