Kongs are good. They make a teething Kong that I used for my chi and she loved it.....there are also toys that i think are called pet stages that have a variety of interactive toys for small dogs. You can get either of the two at your local pet store...pet smart or petco

You can get Busy Buddy toys - they are purple, and my dogs like the UFO shaped one the most (the bone shaped one with the round ends is too hard!) Even though these might be a little big, a motivated dog of any size won't have any problem getting the good stuff out. It's possible your Chi might be able to stick his entire face in there, which would be a plus.
An Amaze-a-Ball might be good too.

a kong - a very strong rubber toy that is hollow - you cram it full of goodies (peanut butter, biscuits, etc) and they have to work to get it out by chewing and mouthing on it... keeps them occupied for hours and it is a good toy to use with crate training...
