We tip 25% if service was good.
Waiting is a tough job and minimum wage for tipped workers is less than $3/hour.

Waitors/Waitresses aka "Servers" have very good memories, so they can remember who gave them a good tip and who didn't.
If we don't like the service, we either don't come back to the restaurant or we ask for another server. Always make sure you get the servers name, (write down to remember if you have to) and you can request that you want someone else other than (server's name that you don't like).
When we tip and we don't like the service, we give a 1 cents tip. Not leaving a tip will make the server think that the customer was stingy. Leaving a 1 cents tip tells the server that the customer didn't like the service. If time allows, write down on a paper napkin (pen works well on writing on napkin) as to why you didn't like the service and why it needs improvement.
Other than that, we have a rule. If the service was excellent, we give a 3 dollar tip. If we go out to restaurants during the holidays (thanksgiving, christmas, new years, etc) we up it to a $5 dollar tip.
If the service is good, we always give $2. It also depends on how many people are at your party.

Respectfully, you chastised "cool" for given an "opinion", which is exactly what you asked for. Keep in mind that waiters serve more than one table per hour, so, if everyone did as "cool" said, that person could make a substantial sum, depending on how many tables he/she could handle in an hour, and, presumably, give good service.
In kind, I could say that your tipping of 20% (one fifth of the price of the meal) unless the service is "horrible" is rather extravagant! On the other hand, I'd *love* to be your waiter and get away with doing a mediocre job! ;)
Personally, if the food was good, I think the chef deserves some of the tip! Wouldn't it be nice if we could "split" the tip so that some went to the maitre de, waiter, chef, and even the dishwasher (how many times have you been given utensils that had water spots or dirt on them? Yes, the server is responsible for it, but the dishwasher should have seen it, too!).

I was taught that 15% for average service and goes up or down from there. I typically tip around 20% but I've also been known to tip 10% or less for bad service.

I tip 20% as well. That is the going percentage now. And like you said unless its bad service i only tip 10%.

Usually, I tip 10%. That is my starting point.... depending on the service...
it goes up or down from there.
I will tip 0% if the service is bad enough....
or go as high as 25% for over the top excellent service.
and......... i wont hesitate to let people know what I think of the service... bad or good.

I tip 15% for average service and 20% for good service, more if there was special preparation or, if it is a really cheap meal (under $10), I tip $1 or more regardless of the percentage.

I tip 15-20 percent, plus I am not demanding. I say thank you when I am served each item, I move plates out of the way for the wait staff, and I tidy up before we leave the table so that it's not quite so much work for them.
