the tv i got i got from a friend so we dont have the manual.

look up the manual on the manufactures web site. most have a archive to directly download a copy. or you can try to e-mail them as well for a copy that may cost you. The manual or back label are the only two ways to set this information.

What is the make and model of the TV? You can probably go onto the manufacturer's website with that information and get the refresh rate there.
