I think too often we blame those who should not be taking care of us so we feel better about ourselves and do not have to face responsibility and guilt and consequences for our failures and neglecting what we need to be doing, learning, growing, understanding, kindness, love, sharing, living right always starts in the home and it is 100% the parents responsibility, unfortunately when that job is not done by the mom or dad then someone needs to fill that hole, usually done by schools, other adults, friends, church and so on.
The way to deal with it is to educate the parents of the dangers of surfing too much, too long, how to safe guard computers from porn and stuff like that, most parents do not know how to work computers as well as their kids, but, how to do that, not sure, maybe at work, once a month companies could lend a hand at educating the parents
it also takes discipline for people when they can think for themselves to say no, that is enough, time to stop....

The problem with kids spending too much time surfing on the net is not just happening in China, but it is more common because that most of the Chinese kids are single child, therefore, they will have a hard time fitting in the society, even worst, most parents in China does not do a good job when it comes to teaching kids, we cannot blame the parents though, as their parents have the same problem.
Sure, we might think kids who spend too much time surfing the net are losers who can't face the real world, but we must also think of the factors that created this issue.
I think the main reason that kids spend too much time on the computer instead of outside socializing is because they don't fit in with the society, they feel bored, and they finds the online world more realistic than the real world. to them, being online is like being in a place where they can fit in. this is common when a kid faces a new group of people, like moving to a different place.
another reason that is not as common, is those kids who feel insecure living in the real world, mainly occurs in teens, they tend to hide inside their room, surf on the internet, as it is their "safe haven", going wherever they want, closing anything that they do not like to see. basically seeing what they want to see, the beautiful, online world, instead of the cruel, real world.
Who to blame?
The society is the blame, why? because we are not living in a "perfect society", as in definition, everyone is living in harmony and sharing the same goal and interest.
With new ideas, influences coming in to our world every second that we are alive, it is impossible for us to form a society that doesn't hurt anyone.
So, the blame for kids that spends too much time on the net is on society, but at the same time, we can't not blame it because society benefits everyone else.
Kind of a contradiction of my own statement, but this is just how the world works.
Those kids that surfs on the internet too much is going to have to face the reality sooner or later, we can blame society, parents and government, but it would just be ignorant.
What we have to do is learn from these kids, so when we have kids, we be a good parent and teach them about this issue so they won't fall victim to this invisible punch, as they would already be strong enough to take the hit.

Besides, last time I checked, homeworks in China are much more intense than American homeworks.

Chinese kids? I thought it was all kids in general... but hey...if you say so.
There is no blame... it's the techno world we have... babies are born into this age...Internet is what the jukebox was in the 60's. You can't control this...or else kids will find a way to get around it.
