There ain't no such thing! You can't take a crappy video and turn it into an excellent video. It may be possible to change the resolution of the video (with the right software), but it won't improve the result.

This is like taking a black & white (8 bit) photo and converting it to a (24 bit) color image. Though the file format is different... the photo is still b&w (grayscale).

Try taking a low-res video and saving it as a high-def file... it'll still look low-res.
