I mean, the city is New York, what do I enter for state?

New York City (Manhattan) is in the state of New York. So an address for Manhattan would say:

John Smith
123 Sesame Street
New York, New York 10018 (or whatever the zip code was)

The answers above are accurate if you are talking about the burrough of Manhattan, the main part of New York City.

Otherwise-in Brooklyn, it is Brooklyn, NY
in the Bronx, it is Bronx, NY
on Staten Island, it can be Staten Island, Richmond (which is the county) or the particular part of the Island-all will work
in Queens, it is normally the neighborhood village in Queens -Astoria, NY
Flushing, NY

But, in alll cases, as the song says--it is New York--Start spreading your wings-it's up to you New York, NEW YORK.
