Picante sauce comes in a bottle and is something like Tabasco or Tapatio and not made from fresh ingredients, liquidy and thin and you can't really use it as a dip.
Salsa is made from fresh veggies and is usually chunky and comes in a jar and yu can scoop it up with tortilla chips. Yum.

Salsa means sauce so in that sense picante is a salsa.
then you have the different types of salsa(look up salsa in wikipedia.
I believe picante is actually a brand name of a type of salsa known as salsa picada(chopped)(some say it ,s name means stinger) but is chopped finer and cooked for bottling.
