I assume you are referring to dried beans (not green beans). They contain both carbohydrate and protein. A rough composition is 25% protein, 25% fiber and 50% carbohydrate. Of course, beans vary. Soybeans contain very little carbs and 40% protein but also 20-30% fat (the only bean to have a significant amount of fat). Peanuts (botanically related to beans) have 25-30% protein and 50% fat.
For comparison, wheat is about 13-15% protein and 60-70% carbs. Rice is 7-8% protein and 70% carbs. Tree nuts are about 15-20% protein and 50-60% fat.

Beans are a good source of protein and complex carbohydrates. Some beans also have small amounts of fat in them, but really, nothing to be concerened about.

Like most natural foods (stuff that grows naturally and hasn't been created in a factory somewhere out of commercial ingredients) beans are a combination of elements.
They are a good source of protein, and they also contain complex carbohydrates (which is why they generate gas).
They are one of the best food values around - they are cheap and nourishing and can be the basis for many great dishes. Adding tomatoes to beans (as in baked beans for example) makes them even better as the acid in the tomatoes releases the iron in the bean and adds that element of nutrition as well.

Yeah, and, not or. The fermentation of the complex carbohydrates in your gut are what cause beans to have their after-effect.
