My elementary school.

Actually, rice mixed with tomatoes, possibly meat, and spices came from Spain to Mexico, because the Spanish imported tomatoes first from the New World.

Probably no single source since everyone has their own recipes.
Necessity is the mother of invention so it probably came about from bits and pieces of whatever food was at hand. A bit of pepper, a bit of meat (if you are lucky), some onions, tomatoes, etc. and one of the cheapest and most plentiful foods in the world... rice.

my guess would be the poorer people of spain. they probably couldn't afford all of the ingredients in a traditional paella (seafood, sausage, meats, saffron). i would think it could be "poor man's paella". not sure if that's true, but it sounds good to me!

either that or influences from effoute, gumbo, and/or jambalaya.
