I think if you really love someone, u'll do anything for him/her and that's even better than just saying I love you..everyone can say I love you but true love is about making your partner happy and comfortable with you and even sacrficing yourself for him/her.

There are different ways of expressing love, you need to check what that person likes, weather that person likes spending more time together please do so, if he or she likes talking please do so. if he/ she gifts you please do the same, if he or she likes the feel of touch please do so. these are the few ways in which you can make the person feel that you love him/her & there is a chance that you would'nt have to say that as you will hear the same from that person. if not then you can propose. or write a letter expressing your love only if you are shy about talking.
