I am designing electrical pannels for residential buildings and would like to know if there is a program that can help me rearange the power consumption on a 3 phase circut so as not to overload 1 phase and have a high electrical bill.

In multiple occupancy buildings you can rotate each major appliance through the phases to get the best balance. The same can be done with individual room lighting, but it is almost impossible to forecast the use of receptacles. I know of no program that can do this for you.
