I would like to think, this is a positive statement , which means that the person is "impressed" or "wowed" by what he/she had seen or heard in you.(if the statement was directed at you) Probably you have something or done something that exceeded that person's expectations of you.

I believe it means that you're disrupting the person's flow of everyday life. It could be a good or bad thing, it really depends if the person likes new experiences in life.

It could mean they are bowled over by you. They like you. You put them on cloud nine. Or else they are balanced and down to earth. but when you come along they lose control and are in a tizzy.
