How far are you expecting her to go? Remember she only has tiny legs so cant compete with a collie, but around the block should be more than enough. If that doesn't work you could take her to obedience classes where she can see the other dogs walking along and will want to join in.

all dogs like to walk and need some degree of exercise and fresh air. smaller dogs dont need as much, but small 15- 20 minutes willdo. that is several times a day. maybe you could try some toys. also consider the age of the dog, older dogs could be developing health problems and younger dogs just arent used to leashes or a new area, also something about the place could be making the dog nervous or scared. or strangers that come up. if your dog is nervous around other people then you need to introduce them to others slowly. also all dog breeds have specific personality traits that pre disposes them to behave certain ways. my aussie sheperd gets very skittish about people she doesnt know and is very protective and territorial. but she is a herding dog and doesnt like it when people are moving around alot. herding insticts

Perhaps you're trying to expect it to keep up like bigger dogs. They cant do that as they have a much smaller stride.
If you want to walk you dog take your time more and perhaps take some small treats with you as a reward.

I don't have an answer but I do share the same thing. I have a part chihuahua and part I have no idea. She looks like a rat with 7' legs, a long body but definitely a chihuahua face. And she is always standing on 3 legs, and running on three legs. I'm glad to know that it's not just her and her demented self. Someone else shares the same wierd problem. I've checked a 100 times, and her leg doesn't hurt her and she is perfectly capable of walking and running on it i've seen her do it. wierd. =)

My dog is weird in the way that it never gets excited about going for a walk, like when I say "walk time" he just stares at me like I am a loser, but when we are actually out there he enjoys it.

Not all chihuahua's like to walk,.. it all depends on the dog and how active he/she is.. I know a few people with them, and most of them don't walk.. They'll take maybe 5 steps then stop so they have to be carried...

Carry her a block away from home, and then set her down to walk home with you. This usually works to get them used to walking. It is usually a 'fear' thing, and she needs to see all the sights and sounds of your neighborhood.
Just repeat that each day, until she begins to enjoy your walks.
Also, a halter is less threatening than a collar, so you might want to switch for a while.

I've never owned one but, my impression would be NO, no dog that would allow others to carry them in a purse is a walker.
