can the steering wheel height adjustment be moved up or down while driving? thanks?

Yes it can. Its not very smart but they do not lock.

Yes, but I wouldnt recommend it. You could lose controll of the vehicle.

it CAN be done... but for safety reasons, you should wait until the car is parked to adjust anything(other than the radio)
