I would go with the 93R17F. The 17Hmr is more popular than the WMR. Also I would stick with the Savage gun. IT has an adjustable trigger. You can make it heavy for some one learning to shoot. Or you can make it light for someone that is into shooting real accurate

All good choices. Savage makes one of the best guns for the price but all are good brands. Since you are asking about the .22 WMR, the ammo is about the same price as the .17WMR so that is not a real factor. That being the case, I'd go with the .17 WMR due to its greater inherent accuracy. The .17 WMR is a tack driver. It is flater shooting than the .22 WMR so it is better at longer ranges than the .22 WMR. If you ever do decide to do any hunting with it, it will out perform the .22 WMR as a hunting round for small animals like squirrels, rabbits, etc.

Hold on everybody 22LR for target shooting compared to the 17HMR You have got to be crazy the 17HMR is a far superior target rifle than the 22LR
I say get a 17
My personal preference on guns is that they should have/be the following
1. Reliable
2. Accurate
3. Feed ammo easily (no jams)
4. Nice trigger pull ( can't go wrong with an accu-trigger from savage)
5. Detachable magazine
6. Iron Sights
7. Scope mounts
The 22 will barly make it to 150 yards but the 17HMR will make it to 300 yards
Basically If shooting will be kept under/at 100-120 yards get a 22LR but anything over this the 17 HMR will be much better as for now I vote for the first rifle in your lineup

If your heart is set on choosing between the 17 HMR and the 22 WMR I would go with the 22 WMR. While neither caliber is particularly inexpensive, discount 22 WMR is available. Less expense results in more time shooting targets. Though you didn't ask, if they don't already have a 22 lr, you might consider one of them. The ammunition is quite inexpensive and widely available. I like the Savage bolt action rifles as a good package of quality and value.

If you just want target it for target shooting, then get a 22LR. The ammo is much much cheaper. You can go to WalMart and buy a box of 550 22 rounds for $10. The same amount will only buy you 50 17hmr rounds.
As far as the actual gun, if you can afford it, get a Ruger 10/22. If not, then go w/a Marlin.

I'd get one one even two .22 LR rifles for the $250. Two reasons, one they each have their own gun and can duel.

Second, the range I go to would allow .22 WMR and .17 HMR as about their maximum outdoor round. Indoors, the only allow .22 LR and only round lead/standard velocity.

I have a Savage 93R17 and I think it's a great little rifle. If your just going to target shot you should get a normal .22 (there are lots of great rifles out there). The bullets are a lot cheaper then the .17HMR's, when target shooting you tend to go through lots of rounds.
Unless you really want one of the two you mentioned (.22WHR or .17HMR) go with the Savage 93R17 it's a great gun and it shoots at a higher velocity then a .22WMR

If it is just for target practice, go with the .22 LR. The rifle and the ammunition will be cheaper so they can enjoy shooting longer and more often.
The Savage similar to the one you have listed is about $175, and the Marlin will cost less in .22 LR as well.
.22 LR ammunition is about $2.00 for 50 rounds, instead of $6.00 to $9.00 for 50 rounds.

You don't want a 22 WMR for paper-punching. I swear most of the powder turns directly into noise. I'd suggest the best 22LR bolt gun your budget will allow.

of the manufacturers that you have listed i would go with the savage have owned several savage rifles rim fire and center fire and have all performed well like everyone else is saying i would go with the 22LR for just shooting paper your wallet will appreciate this also the money saved will allow the two of you more trigger time
17HMR is a fun little round
