my friend has not paid the fine for his ticket in Orange County, CA. He went to court and the court clerk told him they could not take his payment for being too late (2 months behind) and that he needed to see a judge. He also got a notice from the court notifiying him there was a civilp-assesment of $300 added to his initial fine of $356 and that the only way to avoid it was to pay the initial fine in full.

I agree with all of you, that's why I made it clear it was a friend of mine, cuz I have had several tickets and taken care of all of them. I don't understand why people don't take care of this things on a timely manner. His case is really stupid, he received 2 extensions, and in the last one he ended up making payment arrangements ($50/mo.) His problem is that he was unemployed for 7 months and only now was he able to make a payment. Yeah, he has friends that have been helping him out, but to certain extent. He needs to learn his lesson, I told him I wouldn't help him with his fine, get a job first! I also told him to go and see the judge to explain the situation, but I guess he assumed the judge wouldn't care. I told him it was better to show you interest in working things out than to just disappear.
I still didn't understand, does a DMV-HOLD mean his license is now SUSPENDED? If it is not suspended, what could happen if he gets pulled over?
