sometimes when my cat poops in the litter box, he doesnt cover it up. Why? oh and he is healthy and litter box is in a good place.

Cats bury their feces so larger predators won't know they're around-your cat feels secure in the area where the box is. Good job.

My cat does the same thing. And, she used to cover them too, she just doesn't anymore. So, when I see a poop in the box, uncovered. I just scoop it and dispose of it. There isn't really anything else to do about that.

I may have part of the answer because mine does the same thing.
Sometimes she digs a hole and then poops in it. If she bothered to dig the hole she always covers it.
Sometimes she doesn't dig a hole but just poops on top. This is when she usually doesn't cover it. I haven't good this one figured out yet?
Humans have a saying:
"Anything worth doing is worth doing well"
Maybe cats have a different saying:
"Anything worth doing is worth doing poorly"
Just a thought.

Sometimes cats just don't "cover". If the litter isn't "fresh" enough or if it is not soft enough, the problem will be worse. I have a cat that NEVER covers, but my other cat does it for him.

could be theres not enough in the litter box needs to be at least 1/2 to 2inchs deep

I read somewhere on internet that confident cat will not bury poop as thoroughly as a more timid one.

I had the same problem LOL. If you live in a house with a garden, then no worries, he will later on do the job outside!

it's a cosmic joke that all kitties play on their poor unsuspecting human slaves. you just know he's laughing at you from around the corner when he sees the look of disgust on your face. his job is done, he has reminded you who is boss.
and then he goes to find a nice clean rug to throw a hairball up on.
