Ok posting on Y!A is just another way to procrastinate ya know...
Biblical view on oaths: If you swore an oath to work out every day, calling on God to be your Witness, and then did not keep your promise - God must condemn you or be a liar. This is the reasoning behind the Biblical admonishment, Swear not at all. This is becomes blasphemy if you expect or suggest God would lie for you, or not be just.
Is this blasphemy against the Holy Spirit? well, many define that as denying God; but saying God is a liar and as inconsistent as yourself or any other human can be is not consistent with Judaic-Christian-Muslim views of Deity, at least.
Some Christians would say that any promise made should be kept, if possible, and any statement made be true or not stated as fact. Therefore, do not make casual promises, especially not any to make yourself look good, or state as certain something you do not KNOW and would not be confident to say to God as fact at your judgement; again, overstating or exagerating yourself or what you know wanders into lying, which is on that big 10 Don't list.
So - where does this leave you? Be more aware and careful of your words, and stop procrastinating about the exercise. :)

You shouldn't be making promises you can't keep.
You can almost guarantee 100% that The Holy Spirit already knows what's in your heart and mind so therefore whenever you attempt to lie about something or say something that isn't completely true then you will be caught out and probably get another black mark put down beside your name which wouldn't likely bode very well for you when your day of judgment arrives.

It would be an offense because you lied. But you should make sure you don't ever make a promise unless you are sure you can carry it out. Therefore, you won't lie. Also, be very serious when making a promise to God. You'd almost be better off NOT making a promise to God if you're not going to keep that promise cause you would still have sin but also lying to God. So, my advice... refrain from making any promises to God unless you are absolutely sure you're going to carry it out. But, most of all, remember that God is forgiving.. So repent and you will be ok.

Blasphemy is reviling or speaking of God in an irreverant way, claiming that you know what God's will is, or swearing an oath to God and then breaking it.
If you made the promise to God, then yes you probably are guilty of blaspheming (aka breaking the 3rd commandment). If you made the promise to yourself or another person and God wasn't involved in the agreement, then no you haven't blasphemed.

You can say what you like about, or to God and Christ. but if you are confronted by a clear action of the Holy Spirit (as the Pharisees were when Jesus cast out a demon) and you then say that it was the work of evil/Satan - that is blasphemy against the Holy Spirit.

No, honey. Blaspheming the Holy Spirit would be denying Its existence. You haven't done that.

no, i mean like i don't know, what you did was not blashpeming, it was more like swearing to God that if you did not do something or you were not telling the truth, you should be punished, that is in the second commandment of misusing God's name... all u have to do is ask for forgiveness and don't make a promise or anything to God, but just motivate urself and do it urself, u don't have to hhave God involved with everything, so just ask for forgiveness if that makes you feel better

Yeah, 'tis. Sorry, but you're gonna burn with the rest of us dirty non-believers, now. I'll try and get you a spot in my apartment building in hell, though.
