Smarter intersections would reduce accidents tremendously. Late at night when you're the only car on the road, the lights don't need to turn red, do they? Seeing as how there are traffic cameras up almost everywhere, and image recognition software is getting so good...
And in the middle of the day, when one road gets traffic backed up through two intersections... I would suggest that a few seconds longer on a green light would reduce intersection accidents caused by road rage tremendously... and I would suggest that a lot of intersection traffic is partly due to road rage against traffic lights.

Possibly. Some people will floor it the minute it turns green. I know in the Detroit area, especially around the I-696/Ten Mile Road/Woodward Avenue interchange you have to wait for at least 3 cars to run the red light before you can proceed.

Not if some drivers go as soon as the light for the other street turns red, without waiting for their own light to turn green.

It might help but one of the biggest problem is "I Never Saw Him" Tunnel Vision. A lot of people when they get in a car they know where they want to go, concentrate on that, see an 8" to 12" squire in front of them and then drive like that. I've heard of some people that pick a spot on the hood, line that spot up with the curb, and drive like that! Get in man open area and try it some time, scary isn't it?

I don't think so...they already have a few seconds in between, if everyone knew there were 6 seconds, everyone would run reds
It'd also be very inefficient, think of all the people it'd displease so that one or two crashes would be avoided.
a better solution is just educating drivers.

No. Less traffic lights.And better timing from one light to the next is needed. Having to stop at every light because of poor timing causes people to get pissed off and running them.

Not in Kansas City. Yellow here means "Speed up!", and red means "I don't have to stop if I don't want to".
The only thing that helps at intersections is automated ticketing.
