If you consider yourself an editing novice , I'd recommend Adobe Premiere for the PC. If you're just getting started, you can try your hand at Windows Movie Maker...it's very user friendly and will give you a good idea of how video editing works. Good luck to ya!

that depends on the price you want to pay...

the top of the range can cost plenty of bucks...

so do a web search for
video+editing+real time+windows

you could visit Matrox which is very good real time video editing software or you could visit adobe and look at premier which is very good real time video editing software

For windows I would think Windows Movie Maker it came with my Pc.
