AFTER BRUSHING.
WHY?
BECAUSE IT GIVES YOU A CHANCE TO ELIMINATE MOST OF THE SOFT PLAQUE BEFORE YOU POTENTIALLY INTRODUCE SOFT PLAQUE ON THE FLOSS INTO THE GINGIVAL SULCUS (space of the gums between the teeth).

REMEMBER THE OLD SAYING "BRUSH AND FLOSS ALL YOUR TEETH."

I asked my dentist one time and he said that it actually is recommended to floss before brushing your teeth. Flossing before brushing seems to help loosen crud from between teeth, so it can be easily brushed away.
