Also, are collectors allowed to lie/misrepresent? I had a collector call my company and mysteriously say he was with "Child Support Services" to find out info pertaining to me. Plus, some other weird comments made previously..

No your pay check will not be garnished if you are making the small amount agreed upon.

THE LAW PROTECTS YOU FROM BEING CALLED OR HARASSED IN THE OFFICE BY A COLLECTION AGENT. Write a letter to the collection company telling them that your employer does not accept such calls in the office, while, at the same, requesting that all further communication on the matter to be put in writing.

Most of the time, with student loans, they would prefer that you set up a payment arrangement vs. legal process. I would suggest, if you are concerned that they are going to involuntarily collect monies from you, that you contact them and verify that the payments you are sending in are acceptable to them in terms of a partial payment arrangement.

As to are collectors allowed to lie/misrepresent themselves? The simple answer is no, but the truth of the matter is that it is difficult in the instance you gave to prove that they did what you claim. There are sections of the FDCPA that govern misrepresentation by a debt collector, usually pertaining to them stating an action that they are not going to actually be taking. Unless you are able to conclusively prove that they are in violation, it would be best if you just put this aside and concentrate on forging some kind of an arrangement with them for repayment.

No they are not. The FDCPA forbids misrepresentation by bill collectors.
See §807(10) below
http://www.ftc.gov/os/statutes/fdcpa/fdcpact.htm#807

They cannot garnish your wages or put liens on your bank accounts and other assets without first winning a civil judgment against you.
