The official answer to your question from www.magyarorszag.hu

The Naturalization Process

Submitting the application

The application for citizenship is submitted to the registrar in the mayor's office of the local (or, in the capital, the district) self-government with jurisdiction at the applicant's residential address, or for applicants residing abroad to the competent Hungarian consul. The application is made in Hungarian, on the form provided in Schedule No. 1 to Government Decree 125/1993 (IX.22.) Korm. and in person. When the application is submitted, the registrar (or the consul, when abroad) checks the applicant's identity and authenticates his/her signature .

The person with diminished legal competency shall also be heard when assessing the application (the registrar shall not ask for any declaration from the incapacitated person). A joint application for citizenship shall only be made by spouses or the parent and the minor or incapacitated child sharing the same household .

The registrar and the consul shall introduce the application to the Ministry of the Interior within 8 days and with the first diplomatic post after receipt, respectively. Forwarding the application shall not be rejected on the grounds of failing to enclose the compulsory attachments, although attention should be drawn to the consequences.
