How can i stop them from doing so?

If you go to a check cashing service, they can, will, and do take fees out of the face value of the check. They're not a charity, they are a for-profit business, and that's how they make money.

The only way to stop it is to go to your bank. If you don't have a bank account, you should open one just for that purpose, because now even banks charge fees (usually $1 or so) to cash a check drawn on that bank for a non-customer.

It sounds like you've been using a check cashing company. Instead take the check to the bank its drawn on. The name of the bank should be on the check. It can be any of their branch locations. Thy will all have access to their own customer accounts. That bank should cash without a fee.

Otherwise, you will need to open an account at a bank. They should then cash your check without a fee.

They are required by the government to take out certain taxes no matter what. You cannot stop this.
