I am not sure if it is considered a criminal offence in Canada. but can someone be refused entry even if it is for a vacation?

The POE officer upon your arrival into the US has the right to refuse you entry for pretty much any reason at his discretion.

The US Immigration Office has the discretion to refuse admission of a convict since this is a misdemeanor which is a valid reason for refusal.
