no. i am hispanic. i find your question quite racist since you speculate that all hispanics fear the border patrol (maybe you are assuming all hispanics are illegal?)

It does when they have crossed or are crossing the border illegally. But, don't forget that not all illegal aliens are Hispanic. Many are not. Many Hispanics are also citizens and legal immigrants.
