The best thing to do for her is get her spayed ASAP. If money is a problem, almost all cities offer low cost spaying/neutering. Check with the animal shelter.

Call the vet and make an appointment for spaying. Until the appointment, keep the cat inside.

if your not wanting to mate her, you might want to consider fixing her. if your wanting kittens eventually but not now and the whinning is driving you crazy, take a pencil or pen and rub in under her backside. it eases the tension she has. its kinda like kitty pleasuring but it helps. I've never personally done it but i've seen it done to one of my cats by my boyfriends aunt, and it did help

get her spayed if you want her to have babies get her a partner.
