Odd skin problem?

Okay well... um... Whenever I get wet there is this... clay like (?) stuff on my skin that comes off when scratched... It's light and it happens all over my body. Does anyone know what this could be?

or it could be a collection of old built up lotion and dead skin cells.

Could be soap residue...REALLY!!
