What is the etiquette? How much do people normally give. My mom says the the average guest cost is up to 54 dollars.

In my family (and I know I'll get a thumbs down for this) we usually try to cover the cost of what we think our meal would be (within reason) and then a little more.
However, if the bride and groom are paying $200 per plate, we give what we can.

I'd guess $50 per person for friends and $100 per person for family.

How close are they to you?

Just remember that gifts are never required whether you can attend or not, you give if you WANT to.

I give close relatives $100 and not so close relatives less than that.

For a gift or per person to spend on food? If a gift I would do a flat $100.00, if per person I would stick to a chocolate fountain!
