how do i clear blurry pictures?

i didnt take the picture and a profgram for free

You might try focusmagic, but even that cannot work miracles.
The best thing to do is to retake the picture in focus.

Once out of focus (blurry) always out of focus. One of the editing programs might help a little but its doubtful.
IMO you need to read and study the camera's Owner's Manual and find out what you're doing wrong.

Neat Image is good for clearing up noise (ok, great for it) but can also clear up motion and camera blur in the extra settings to a decent extent.
It's also free! It's a great program, and I couldn't live with out it.
