Yes it was fulfilled. All that accept Jesus Christ are endowed with the power of the holy spirit. Originally when Jesus ascended he told his disciples that he was leaving behind a helper, the holy spirit, to remind them of all he had told them. the end part, is talking about how the holy spirit did not come yet because Jesus had not yet died and been resurected. BTW Act 2: 1-4 says this "And when the day of Pentecost was now come, they were all together in one place. And suddenly there came from heaven a sound as of the rushing of a mighty wind, and it filled all the house where they were sitting. And there appeared unto them tongues parting asunder, like as of fire; and it sat upon each one of them. And they were all filled with the Holy Spirit, and began to speak with other tongues, as the Spirit gave them utterance.
(Acts 2:1-4)

Absolutely at the day of Pentecost the Holy Spirt came down upon man and everyone who got saved from then on got the Holy Spirit in their heart, Without the Holy Spirit living in your heart you are not saved. Also, the more we study our Bibles and Pray the stronger in the Holy Spirit we get. We must always be growing Spiritually so that we can conform to the image of Jesus, that is our ultimate Goal. Praise the Lord, The Spirit just spoke to me about this last summer as I was doing a lot of praying at the time, rivers of living water, wow, God is awesome. Amen.

The Holy Spirit Himself is the gift from the Lord. He indwells all Christians to this day. Praise the Father, Son, and Holy Spirit!

And as far as Acts 2:1-4 being a Fulfillment .... YES....!

As you may Remember.... the Command of JESUS.... was... (Luke 24:49) And, behold, I send the promise of my Father upon you: but tarry ye in the city of Jerusalem, until ye be endued with power from on high.

Perhaps IF.... you will read Romans 8:ALL.... you will see the WORK.... of the Holy Spirit.... IN THE LIFE.... OF....EVERY.... TRUE [ Romans 8:9].... BELIEVER!

Yes, the scripture was fulfiled the moment Jesus ascended into the heavens and the expression of its fulfilment is still radiating in the lives of Christains till this very day!

Yes, every day, in millions of people. Remember that in Scripture, the 'belly', 'heart', and 'deepest core of your body/soul' are all the same. And the Holy Spirit does indeed indwell every true Christian.
