No, they're not fat at all. They're probably pretty muscular which is a good thing (even if some of that is fat, girls are supposed to have some fat on their legs). Besides, most people prefer shapely legs to super skinny bony ones (people can't help it if they're born with it that way but you shouldn't try to make your legs skinny). People all have different body types and everyone's different.
If you want to help them get a little smaller you should do some aerobics like swimming, running, or biking. You should also keep eating protein and good (healthy) meals to keep your muscle.
Anyways, I think that if most of it is muscle than they are just fine. Just focus on keeping in shape (which you probably already are). Hope this helps.
P.S. 5'7" and 123 pounds is perfectly fine for your age, especially if you're muscular. Muscle weighs twice as much as fat but doesn't take up as much space.

Muscle burns no less than four times as many calorie consumption as fat does, so try twenty minutes of strength straining two to three times a week.

no. if you run tracks then it shouldn't matter becaue you're probably fit. some athletes develop larger calve muscles. if you think its large, then its because its muscle and since you run so much, it stretches out your skin then the muscle fills in. but if you're running enough, the muscle should tighten up.
