No. Perugino studied with Andrea Verrocchio. Perugino was the teacher of Raphael. .
However, the two artists worked at the same time - although Perugino was much older. They were not on good terms: a frescoed altarpiece by Perugino in the Sistine Chapel was ruthlessly destroyed to make way for Michelangelo's Last Judgment.

On one occasion Michelangelo told Perugino to his face that he was a bungler in art (goffo nell arte)
They were not friendly no.
