First of all, you would be hard pressed to find any such quote from Luther. You are probably trying to extrapolate something he said concerning the authority of the scriptures.
When he stood before Charles the Fifth and was asked if he was prepared to retract what he has written Luther answered that,
“Unless I am convinced by the text of the Bible or by sound reason and not by Councils and Popes which have often contradicted each other; I cannot and will not recant. My conscience is captive to the Word of God. To go against conscience in neither right nor safe. Here I stand! So help me God. “
Luther was a brilliant man who wrote over 125 volumes of Works. You can get the 55 Volume American addition. Luther was plagued by this thought, “How can a sinner stand before a Holy God” or “Where can we truly find a gracious God?” He found his answer in scripture, Christ for sinners!
Luther, of course made many a comment concerning the authority of scripture and it is even one of the “Sola’s” Sola Scriptura (Scripture Alone). Luther does not disparage good works but establishes the doctrine of Justification (How we are judged to be acceptable to God ) as being by “Faith Alone” apart form any works. And this, he asserts, is the Scriptures teaching.
The Jews recognized the Torah as canonical and so did the first century Christians. The first century Christians also recognized the writings of the Apostles as Canonical (Holy Scripture and therefore Authoritative) . There are sufficient passages of scriptures themselves that bare this out and if this were of serious interest to you I would be happy to show you them.
The only difficulties that came in were recognizing which books were written by or overseen by the Apostles. For Luther the biggest test as to whether the Book was scripture or not was did it give the benefits of the Gospel, that is did it preach Christ as man’s greatest need. After all, if you were going to be called upon to die for what books you have in your home one must consider ‘would I die for the book of Maccabees (Apocryphal book) ?
The Church has always recognized the Authority of Holy Scripture. The biggest assault on the authority of the scriptures, in the church, came about in the nineteenth century to present.

Martin Luther was frequently visited by the devil and was himself very disturbed (not to mention obsessed with feces). If you don't believe me, read Young Man Luther. It's scary that people actually follow him.
The Bible is not to be interpreted by the average man. It is not necessary to read the Bible to save your soul. And if you do read it, you should also have footnotes handy from doctors and theologians of the Church to explain things. They even spoke of this right in the Bible.
Luther was a moron and he interpreted it for himself to his own doom.
The ideas were never changed that are in the Bible, it's the idiots that read them and think they know what they are reading that change. Not to mention the heretical copies put out that have "Bible" on the cover but are rather mutilations of the Word of God (missing books, changed words, destroyed meanings).

Uhhhh........i don't think you get it.
The "works" Martin Luther was talking about was being a good person, giving to the poor, helping widows and orphans, etc. Luther's argument was that grace alone saves us. Nothing we can do saves us. Faith is a gift from God, which leads to Salvation which is a GIFT from God. We cannot EARN salvation.
We are still supposed to "work". Maybe I don't get your question....LOL. Man did write the Bible, many men. The Bible was written by men inspired by God. It is His infallible word.

all scripture is giving by inspiration of God. God told the profits exactly what he wanted in his book only man dictated it for him.

It's no more of a good idea to take everything he said literally than it would be to take everything the Bible says literally. People who do both are called creepy survivalists.
