This is selective color. Depending on your digital darkroom program you will need to select the part of the image you want to be B&W and then remove the color. The "how to" has been asked and answered countless times.
I will, however, offer one critique of the image.
If the point were to highlight the forground swimmer, I would NOT have the water colored. It distracts from the swimmer. Why have the water colored, and not the rest of the background?

Select what you want to keep colour, copy that selection onto a new layer, then change the layer beneath it to b/w (making sure to keep your selection layer colour - change layer (not image) to b/w.
You can do a lot with layers.
