The smaller the wheel, the more horizontal force or drive force will be delivered to the road surface.

If an engine/transmission/drive shaft/axle delivers 100 foot pounds of torque to a single drive wheel, and the wheel diameter is 2 feet, then 100 pounds of horizontal force or drive force is delivered at the surface of the road.

If the wheel diameter is 4 feet, then only 50 pounds of horizontal force is delivered at the road.
