Your records are covered by Privacy Act laws so they're not open to casual reading. he would have to have a plausible reason for going into your record. However, your Art. 15 records are a part of the Public Record just like any criminal proceeding. Anyone so interested can find them filing a FOIA request.

Well actually article 15's for E-4's and below,
Are kept in the local article 15 files and are destroyed after two years or a PCS move.
Article 15's for E-5's and above, can be stored locally, or placed as part of your record.
The decision, is up to your commander.

If I was in your position, I'd tell him upfront in private so there won't be any surprises, and it will say something about you and your character.
"Hey man, I wanted to let you know that I got a few article 15s while in the Army. I hope that's ok with you and that you don't think any less of me."

No. He has no right to access it. If he makes a fraudulent application to the repository of that record he will face charges under the Uniformed Code of Military Justice. If he does reveal to you details from your previous service record I would suggest you reveal that to the FBI so that they can then notify his military superiors of that fact.

I say tell her to avoid that. It would be better to clear the air and you don't know what would happen. My husband was afraid to tell me a story of what he had done when he got back from Iraq- I ended up almost crying from laughter. As for him checking your file, no he can't. It can only be done when the law is looking for you, not for a father making sure his little girl has a guy he 'deems' right.

It's called NON JUDICIAL!!
