If you are talking about accuracy, the standard pressure .38 Spl's tend to be more accurate.
If you are talking about power, in a suitable revolver, the +P or +P+ loadings are better.
If your revolver is an older gun, DON'T use +P ammo, at least not extensively. If it was made in the 1950's or earlier, don't use +P ammo at all. It could damage your revolver.

What's better .38 Special or .38 +P Special? The +P ammo is great for defensive purposes. Remember, a .38 Special must be rated for +P ammo before you can safely use it. Also, a lot of people use it in their .357 Magnum because +P ammo will wear out your .38 Special revolver quicker and it is not as hard on a .357 as full power .357 Mag. ammo.
So what's better? Depends on your gun.

The +P means the bullet has a higher pressure when the gunpowder explodes. The end result is a .38 +P bullet is higher powered and travels faster than a regular .38 special bullet. Make sure your gun can handle the higher pressure bullets before you use them in it. I have seen stats on both bullets and the .38 +P are only slightly more deadly than regular .38 specials. I don't bother with the +P's cause the difference in lethality is very small.

Neither is really "better", no matter what the know-it-alls at your range/office/school/barracks etc will tell you.
Using round nosed solid lead bullets, both will penetrate 15+ inches of human body....which means both will end up in the wall behind or in the next room. Using hollow points, both will penetrate 10+ inches of human body and expand to approx .60 caliber. Both are pretty much identical in performance and damage.
The *only* thing that .38 +P has over standard velocity ammo is how far it will fly after exiting the backside of your target. If that's a desirable thing, then go for the +P rounds. If not, go standard and save yourself some cash.

A 38 is a good round regardless of if it is +P or not. Keep in mind if you are gonna be shooting it in a small lightweight revolver, The +P is gonna kick a whole heck of alot more. And can make shooting almost unenjoyable

+p means that there is a stronger charge of powder. It requires a case stamped as being strong enough for the extra pressure, and it can only be fired in a firearm rated to handle the extra pressure as well. You can also find +P+ loads as well. On the +P you could fire it in a ruger, a modern S&W etc but not in say a rossi or one of the cheaper firearms.
