French is the official language of over 25 *countries*, so any cities in the following countries qualify: Algeria, Belgium, Benin, Burkina Faso, Burundi, Cameroon, Cambodia, Canada (Quebec city and Montreal), Comoros, Cote d'Ivoire (the Ivory Coast), Congo, France, Gabon, Guadalupe, French Guyanna, Guinea, Haiti, Laos, Luxemburg, Madagascar, Mali, Morocco, Martinique, Mauritania, Monaco, Mayotte, Niger, New Caledonia, French Polynesia, Island of Reunion, Rwanda, Senegal, Seychelles, Switzerland, Tahiti, Chad, Togo, Vietnam, Democratic Republic of Congo (formerly Zaire).
There are of course other cities where it is spoken; but not the official language. Andorra is one such country, where the official language is Catalan; but almost 10% of the country is made up of French nationals. It is spoken primarily along the border with France. Further south I go, the more I hear Catalan only.

PS The horn of Africa is a term used to describe the Eastern region including Somalia, Djibouti, Eritrea, Ethiopia... etc. There is no "Horn of West Africa. ;-)

Paris, France is the largest French speaking city in the world, followed by Montreal, Quebec, Canada.
Look for cities on the western horn of Africa. Most of those countries were once ruled by France, and therefore you'll find a high concentration of French speakers.
