key pad encoder..?

how to encode a 12 input key pad into 4 bit using only 4 to 1 MUX or 16 to 1 mux? Assume that the key pad has no row and column scanning. No key pad encoder is allowed in the design. Need a design drawing in JPEG file here..

You just need a pile of discrete logic (gates, etc.).
